If Pokemon Were Real Part 1- Licenses

Hey there, boys, girls, and anything in between! Helioptile here to explain what this world would be like if Pokemon were real. First I will be discussing the topic of licenses. What would we need them for?
Obviously you're gonna need something signed and a license to be a Pokemon Trainer, especially if you're one at ten years old. (Don't get me wrong, I'd rather be playing with fire with a Charmander then studying the 'wonders' of 2+2.) But what else would you need a license for?
SPECIFIC POKEMON. Obviously there are some pretty dangerous and questionable Pokemon out there. For example, why exactly would one need to own a Magmortar? (No, making bacon is not a valid excuse.) Even if you're a professional Pokemon battler you probably wouldn't be allowed to own something that dangerous. What if we went even smaller, and into final Starter Evos?
Exactly, you'd probably need a license to evolve your Pokemon. No matter how badly you wish you were that kid who rides a Charizard to his friend's house, what if something goes awry? I mean, look at Ash. Let's just be happy his face is probably made out of dark matter or something. But if it's you, I guarantee you'll become the next Darth Vader. At a young age, you'll most likely also need parental consent for these licenses. (Unless you're Dora. Then your parents would let you travel to volcanoes and jungles with a wild Tyranitar for all they care.)
And what about Pokemon dangerous to public health, like Weezing or Muk? I think you'd have to be a certain age, or work in a certain field to own them. I mean, you just can't bring a Muk to a fresh meadow. "Man, aren't these flowers gorgeous, Muk? And all the Pokemon, it's so- Oop, there goes Sunflora."
