Thought Provoking

So, in light of the recent news about the Clippers (an American basketball team, whose "owner" has been banned from the NBA for this racist statements and actions) I have a question. And don't take this the wrong way.
Assuming legal action is not allowed (suing, a death or jail sentence by a judge and court, etc.) is it considered thought policing to silence one's voice for racism? If someone was being racist either through action or through words, would silencing them be okay? Or is it just being thought police?
