I think some browsers have it and some don't, because I saw it on a friend's computer.
I am using one of the browsers that don't, by the way.

How to fix the problem:
Go to the top of the forum.
Click "Settings" @ the top right.
@ the left side, Theres a bar that says "My Settings", under that bar theres a bar that says "My account", under that there is a link that says "General Settings", click it.
This next part is very important. You will be taken. I need you to scream out any details about your attackers that you can see, any tattoos, birthmarks, jewelery. I will find you, and I will bring you back.
Next, scroll down to "Miscalenious Options", the first thing under there is "Message Editor Interface". There are 3 radio options, pick "Enhanced Interface - Full WYSIWYG Editing".
You now have all the fancy editing features.
