Actually, he only has 4 that relate to spam.
So one word reaction responses count as spam then?
I'm wanting to know so I don't fall into the trap.

That's what I like to call "Sneaky Spam." Although it is technically 'on topic' (whether he was asked a question or responding to someone who quoted him), the format in which it is given doesn't contribute to the topic at hand.
So yeah, be warned God of Bronies. You're an A-OK dude, but the time has come for you to give more than a couple word sentences.
Also, I am wrong, he only has 3 relating to spam.
Re: Awesomely Insane Off Topic Things And Stuff
Also, in a way this kinda has to do with spam:
Necrobumping. Say there is a dead topic that I've never read until it was considered dead, and I have an interest in it. What would I do? Posting in it is considered necrobumping, but we also shouldn't create clone topics, because that's spam. What would I do if that situation were to occur?

I have always wondered this exact same thing.

Necrobumping, that's a new name for it I haven't heard.
I know it as Necroposting.
And what you're asking is the golden egg in all questions asked on forums. How old is too old? So on and so on... The truth is that there isn't a definite rule for it. Every forum has their own guidelines to it, it's all just personal preference from the administration. What do I think is a good rule to abide by when it comes to this? I would say that anything from 6 Months to a whole year is considered old, and shouldn't be "revived". Anything newer than that you can go ahead and bump. BUT, I do think that in order for someone to bump a topic, they must post something that contributes to the topic at hand very well. Not just a single sentence, but something with a little unf added to it. After that it's fair game. :p

So if it's older than 6 months, just make a new topic?

Pretty much. Like I said, it all narrows down to the preference of the moderator.

Trolling:
Why does it seem like there is varying degrees of trolling in which some are "ok" and nothing happens to em and others get the ban. Shouldn't there be an overall 0 tolerance of trolling?

Well to me, there is Borderline Trolling and then there is Over the Top Trolling.
Borderline Trolling is a lot less harmless and doesn't really impact the forum in a great manner. It's like posting sarcasm. Over the Top Trolling, however, is a lot more extreme and can become a personal issue between people.
