The jobs of section moderators and GMs are very different.
GM should not be thought of as a promotion from a Moderator, because its just a completely different job.
We expect section mods to try to keep the sections active and be a big part of the section.
Whereas GMs are expected to do things like move topics from one section to another, or give out warnings or manage bans.
So someone like cast who is very passionate about his work and comes up with good ideas would fit well as a section moderator.
Someone who generally doesn't get involved in fights and isn't very opinionated would be a good GM, since their job is largely to handle things without getting involved in them. Whereas the section moderator's job is the complete opposite, because we expect them to get very involved with their section.

And no, it's not the Mod's job to keep a section active. It's their job to MODERATE IT, that does not entail keeping it active. That falls on the members to keep it active and going. Look at Pokemon/MLP. Are you going to blame the MODs for not keeping the sections alive? I wouldn't. Never ever have I ever been told that a Mod's job is to keep a section active. It's to enforce the rules of the forum and keep people in line. We aren't here to babysit a section to keep it active. It doesn't exactly help that there are NO set guidelines/rules.
A "case by case" basis doesn't work. Not on a forum. Have a set of rules, if they aren't followed, enforce whatever the punishment is. I'm rather tired of this insanely lax approach.
