Because Bishop has the Turtle's Bias ability, or Metal Sonic has the Nerf debuff.
He can copy his physical abilities. Also Metal Sonic isn't quite as strong, since he got nerfed so he couldn't roflstomp everyone
How can Bishop have Bias, I don't even like him as a character.

Episode nine: Bishop vs Metal Sonic
Bishop and Metal Sonic were face to face, ready to begin a battle that would end this once and for all.
H-H-HOLD ON! I GOT AN IDEA!
Turtlesauce, in a sexy suit and carrying his clipboard, walked to the middle of the arena, and got between Sonic and Bishop.
Turtle: Listen, Metal Sonic, you're almost broken, you can't even take anymore hits. And Bishop, you look tired as hell, take one more step and you'll fall down directly into a coma. How bout this? How bout I make you both how you were at the start of the battle. Including your special attacks.
Turtlesauce snapped his fingers. Bishop's armour regenerated, including all his scars and his stamina. Gabriel and Logan were revived, on standby for Bishop's command. Metal-Sonic got renewed, and his Metal Overlord form was available again.
Turtlesauce: Now, let's change scenery.
Turtlesauce clapped, and the arena was switched with the same one, but a different version. It looked like when they started the battle, only everything was ethereal. The tribunes were occupied by the dead gladiators of this battle. They were watching from a distance. Sound was block. And.. what the hell, Kanye was making out with Shaq. Ahem.
Turtle: Ok, I want a good, fight. GO!
Turtle poofed. Bishop took advantage of the poof, and jumped on Metal Sonic, jamming a knife in his leg junctions. Metal Sonic lifted him up easily, and tossed him aside. Bishop fell hard, but managed to roll to avoid damage. While Metal Sonic was prying out the knife from his metal body, Bishop grabbed a grenade, and tossed it at Sonic. He then took out an AK-47, and aimed it at the smoke, knowing it won't be enough to kill Sonic.
Out of the smoke emerged a dark-blue wrecking ball, that hit into Bishop before he could shoot at him. Bishop was dragged along on the ball, and hit a wall, almost shattering it from the impact. Bishop quickly popped a med-kit, and stuck another knife in Metal Sonic, briefly incapacitating his arm. He dropped a grenade below him, then he jumped over Sonic, evading the blast. He threw 2 more grenades, and took out his machine-gun, and started shooting blindly in the smoke.
What emerged out of the smoke however, was not Metal Sonic, but the Metal Overlord. Towering over the arena, he started laughing at Bishop, and covered the arena in flames with his Flamethrower. Bishop had to think fast and burrowed himself in the sand to escape the flames. Metal Overlord was not pleased, and shot the spikes on his back into the Arena. One of them hit Bishop in the leg, impaling him in the ground.
Metal Overlord: This is your end, mortal.
Bishop: Bravo Team.. Initiate.. plan 2-18.
Two helicopters appeared above Metal Overlord. Out of them dropped down Gabriel and Logan, strapped in C4. They fell down on Metal Overlord's back. He instinctively activated his electric shield on his armour. This triggered the C4.
What came next was an explosion that almost blew the Ethereal World to bits. It also blew Gabriel, Logan, and Metal Sonic to bits.
FIFTEENTH DEATH: Metal Sonic
Bishop couldn't get up, but he saw something fall from the explosion. It was Logan. His leg was blown off, and he was bleeding severely.
Logan: We.. we did it.. Bishop..
Bishop smiled: Come over here..
Logan then limped towards Bishop, extended out his arm..
And smashed his head in against a pillar. He then morphed back to Metal Sonic. He was leaking electricity from all over. But he did it.
FIFTEENTH DEATH: Bishop
He heared a patter of feet. It was Turtlesauce.
Turtlesauce looked at Metal-Sonic, almost broken on the sand.
Turtlesauce: Congratulations!
And put a bullet through his metal head.
SIXTEENTH DEATH: Metal Sonic
Turtlesauce then walked away, smiling, as the ghost crowd was booing him
It's good to be the boss.

This guy died first. But had a high influence considering how powerful his special was. Thanks to Ghandi's nuke, 2 people died, and the Arena was destroyed. If that isn't high influence, idk what is.

Gotta say, he had the most original influence out of all, being the only one that could've sacrificed himself to save others. Also King of all Cosmos needed a buddy.

The winner of this. In the first part of the VGBR i didn't use him that much because I didn't quite understand how OP he was. But then I realised, and oh boy. OP as hell. Not quite the most fun contender, but definitely one of the best.
