Hey Turtle, I made a couple changes to my character, added some detail, and a bit more survivability. Feel free to nerf as you see fit.

All right, here we go.

Personality: Pierre Forte, also known as the Music Maestro, is a true music lover. His hunger for music - any type of music - is insatiable, and he will go to great lengths to listen to any music he can find. Aside from his musical obsessions, Pierre loves to make puns, especially those which happen to tie into music ("I'll kick your brass," "That's tubad," etc.). However, despite his boisterous demeanor, he can become a focused fighter when the stakes get too high - in these cases, he is more quiet and reserved, ready to do whatever it takes to win a fight.

Appearance: Pierre is in his mid-thirties. He is bald, but is embarrassed to admit this, and wears a navy blue fedora to hide this fact. He has a full set of black facial hair, comprising a beard that runs to the edges of his face as well as a mustache. His usual attire is a black suit and red tie, with black dress pants and dress shoes; he also carries a suitcase with him, in which he stores his equipment. Pierre is not physically built, but does have a fair amount of physical strength, allowing him to at least hold his own in a physical fight (with other humans of average strength). He is exactly six feet tall, but has relatively large arms, allowing him to have a better reach. He is not agile in any sense of the word.
Skills: Pierre has gained the ability to control sound due to a secret government experiment he was a victim of. This allows him to weaponize sound in a burst of energy (think characters such as Black Canary), affecting up to 50 feet around him. He can control the sound of objects, making them either incredibly loud or nearly impossible to hear - this essentially gives him a built-in silencer. In order to effectively fight, he always carries around a knife, two pistols loaded with ammo, and an air horn. He is incompetent with a knife and generally will only pull it out to scare people off or to use it for practical purposes; however, he is a somewhat decent shot with his pistols. His air horn is his secret weapon, as its sound can be dramatically modified and energized to attack people with. He also has a powerful metronome, which, when used, allows him to temporarily slow down or speed up certain objects around him. However, using this for any period of time causes him to experience great pain, and he cannot sustain the changed speed for longer than fifteen seconds, meaning he uses this weapon only as a last resort.
Backstory: After a secret government experiment named Project Passion went horribly wrong, English teacher Pierre Forte found that his greatest passion - music - had been embedded into him. Gaining the ability to control sounds and manipulate time, Pierre quickly chose to use his powers to fight crime in his local area. However, the experiment also gave him an unhealthy obsession with music, causing almost every action he takes to be influenced by his musical taste. After cleaning up the crime his local town experienced, Pierre thought it was time for a new challenge...

so far this OCBR seems to have some almost hilarious contrasts.

Honestly, there are a ridiculous amount of fire using characters here. I'd be AMAZED if the whole god damn stage isn't burned down by the end of this one.
