Deciding which College to apply to

I have the following colleges on my list of looking at. I can only apply to five in the end:

U of AL Tuscaloosa student N/ALowMediumHighFirst Choice
Bowling Green State Univ student N/ALowMediumHighFirst Choice
    Bradley Univ student N/ALowMediumHighFirst Choice
    Butler Univ student N/ALowMediumHighFirst Choice
U of Dayton student N/ALowMediumHighFirst Choice
Univ of Evansville counselor N/ALowMediumHighFirst Choice
Indiana U Bloomington student N/ALowMediumHighFirst Choice
    Lindenwood Univ student N/ALowMediumHighFirst Choice
    Loyola Chicago student N/ALowMediumHighFirst Choice
U of Minnesota Twin Cities student N/ALowMediumHighFirst Choice
U of Mississippi student N/ALowMediumHighFirst Choice
MO State Univ student N/ALowMediumHighFirst Choice
U of Missouri Columbia student N/ALowMediumHighFirst Choice
NC State Univ student N/ALowMediumHighFirst Choice
U of Northern Iowa student N/ALowMediumHighFirst Choice
U of Oregon student N/ALowMediumHighFirst Choice
U of San Francisco student N/ALowMediumHighFirst Choice
U of South Florida, Tampa counselor N/ALowMediumHighFirst Choice
Stephen F Austin State Univ student N/ALowMediumHighFirst Choice
U of Tampa counselor N/ALowMediumHighFirst Choice
    Truman State Univ

I live in Missouri so that is where I get in State. I want to go into business and then maybe law. My family's income is low but I get good federal financial aid.

I got a 30 on the ACT and my GPA (weighted) is 3.00 flat.

I do Cross Country and am ranked highly in the state of Missouri for my division in high school, and I'm also in Symphonic Band and do clubs and stuff.

I don't care where I go in terms of area. I don't care about size of school or greek life either way.

Living in a cool area would be cool, and the cheaper and better fit to my wants the better but I'm pretty adaptable.

    Any recommendations?

I always would go for some school relatively close to home. When there's an emergency you can just catch a ride home, no need to wait for a plane or whatever. It's easier on the funds, too. But that's just my take on it.

In the area of pandemic it is tough to choose a college, since many colleges take physical entry test while some conduct online entry test and some are accepting novelty diploma from students for admissions.
